Rocketing at 28.8K

In light of a recent survey that showed more than half of U.S. residential users are connected to the net via broadband, Microsoft's downloads report expected download times for files in terms of 28.8k connections: 28.8.jpg Showing download times in terms of 56k is still relatively common (and the survey, for that matter, also indicates that about half of U.S. users aren't on broadband), but still, 28k?
